You'll remember that Flump the Plump Grump was also seizing shipments of supplies (even when already paid for) and giving (or more likely, selling) them to favored GOP donors to sell through rapidly established companies. (This is just one of many such accounts, and has a lesser focus on the destination of such materials.)
