Of course, the exact same words could come from the mouth of both someone who fears these results, and someone who can hardly wait for the carnage to start, and thinks that being "a threat to the country" is a perfect goal.

I suppose if we weren't aware of the context, we might have to see a video to try to interpret the speaker's true feelings.
