Indeed a complex issue, with so many "officials" at blame that there might be no one left in Kentucky government or law enforcement if justice were to be truly served. (Actually, not necessarily the worst of two options.)

But perhaps it's something the family was a part of, in exchange for assurances of (unspecified) changes to be made in the "status quo". Admittedly, by the time the public learns those details, the chances for realistic justice will likely be long past.

However, there is a scent in the Kentucky air, and if I'm not mistaken it's the scent of change (i.e., fear) and it finally flows both directions.
