While I believe this to be a VERY important article, I believe it may withstand a specific correction.

You write, “Although Black people make up only 13% of the population in the U.S., 28% of Black Americans have been killed by police from 2013 through the present day.

The link actually says, “Black people have been 28% OF THOSE killed by police since 2013 despite being only 13% of the population.”, NOT that more than one in four Black people have been killed by police in the last seven years. (That would be MILLIONS of Black deaths.)
